With the dying out of the Weyrs of Pern, many thought that the usefulness of the dragons had ended. When Thread fell before, the dragons had always graced the skies and flamed the menace before it could harm the planet below. However, without Thread to threaten their very existence, many forgot what they owed the dragons and began calling them the menace. -This is a medieval technology level. Although there are magically women's rights, there are no modern conveniences. That includes printed books. Although books exist, they are hand-written and so quite rare, so don't be giving your characters libraries of them.
